[Spoilert] Minimum score in Pop

Can you please put more words in your post than just this? I really don't understand what you're trying to say here.

He linked to a video that shows how you can reach the lowest possible score on WaDF secret game Pop. Sort of an anti-achievement.

What? Sorry; didn't quite get what you said there.

If I don't remember wrong, I think I locked the number of points a balloon gives to it's movement speed.

If there is a fixed set of balloons, to ensure a maximum possible high or low score, then the order these balloons come in must be random, or every play of the game would be identical. That'd require getting every single balloon that shows up on screen, except the black skull balloons. That wouldn't be humanly possible.

The ballons all originate from the same spot. See for yourself. They might, however, have different directions and speeds.
