These are some clouds blowing by in the wind. They're in the foreground in front of the level, they're white, and they're 50% transparent. You can have them on the bottom of the screen (use the cloud top) or the top of the screen (use the cloud bottom). The cloud top and bottom are three tiles high, so place them a square away from the edge. The fill takes up one row, and it's not animated.If you have any requests for a different color or different opacity, let me know.Oh, by the way, some objects may pop behind and then in front of the clouds if they're on the same layer, watch out for that.
