Alrighty, here we go.
I've played both entries by EgoMassive and Healy and determined our winner. Both had strong and weak points so I'm gonna give you the pros and cons starting with Shipwrecked, by EgoMassive:
Pros: Excellent use of the Tileset and even his cut-scenes used at least 1 tile from the Beach and Cave set. The changing of creatures and water around what was basically a set level gave a good feeling of time passing in a finite space.
Cons: Slightly glitchy here and there and there are 4 screens that do one use the Beach and Cave Tileset.

Next up, Healy's A Day at the Beach.
Pros: Just all around fun and populated with plenty of charters. Places like the library with it's descriptions fleshing out the world and the distinct areas despite a limited tileset made exploring adventurous and rewarding.
And I wanna ride on the Rocket Ship with Ray Davies.
Cons: Very Small and very short, even with five endings to find. Story left much to be desired, even with the fleshing out of the world around.
Final Call: After playing the two, I've decided that the winner is EgoMassive.
Shipwrecked ultimately had more time put into it, and it is painfully obvious with the use of custom object and tilesets that were clearly made for this particular level. Also, even tho four screen break the rules of the contest, it's made up for by including the Beach and Cave tiles in the cut scenes. Trust me. I check every screen, looking for a mess up, but the tiles are there. Also, the story was just excellent and integrated into the level design.
