It's just a speculation, but since we've seen the same cannon in various areas in the game, it sort of makes sense. Besides, the sloped platform there seems unnecessary to put there if it were just for decoration.  :/

Why are we assuming it's a cannon? I think at one point Nifflas's avatar had that thing made out like it was a cannon, but someone (I forget who. Pip?) had animated it to look like that.
