What do you mean 'better'? It's just a bit of nearly unreadable text made in MSPaint using only the text tool to create black text on a white background, AND it's cruel and supposedly even breaks rule #1 by calling pretty much everyone except for J and bumperpower64 a kitten murderer!
...i'll stay with the better banner.

The point is #niffchat doesn't have much activity, barely anyone actually notices the @ button at the top, that's why it needs more advertising.
